HOUSTON – The Texas Legislature has formally passed House Bill 1284, authored by Representative Chris Paddie (R-Marshal) and sponsored by Senator Kelly Hancock (R-North Richland Hills), to transfer the regulatory authority of geologic storage of carbon dioxide from the Texas Commission on Environmental Quality (TCEQ) to the Railroad Commission (RRC). This was a priority for the Carbon Neutral Coalition (CNC) and is key to establishing the regulatory framework to enable Carbon Capture Underground Storage (CCUS).

The Carbon Neutral Coalition (CNC) is seeking to establish the infrastructure that will incentivize the energy industry to cut their carbon emissions by utilizing Carbon Capture and Underground Storage (CCUS). The CNC will work with energy stakeholders to create the regulatory framework to establish this infrastructure.
